केंद्रीय प्रदूषण नियंत्रण बोर्ड की रिपोर्ट से स्पष्ट है कि गंगा की जिस पवित्रता का वर्णन हमारे धार्मिक ग्रंथों में किया गया है, महाकुंभ की गंगा अब पवित्र नहीं रह गई है। बोर्ड की रिपोर्ट में बताया गया है कि संगम घाट पर मल से उत्पन्न कोलीफॉर्म की मात्रा प्रति 100 मिलीलीटर पानी में 12,500 मिलियन और शास्त्री पुल पर वह प्रति 100 मिलीलीटर पानी में 10,150 है, जो निर्धारित मात्रा 2000 मिलियन से 5-6 गुना ज्यादा है। जिस पानी के पीने योग्य होने का दावा मोदी योगी की सरकार कर रही है, वह पीने तो क्या, नहाने योग्य भी नहीं है। बोर्ड की इस रिपोर्ट पर नेशनल ग्रीन टिब्यूनल ने भी अपनी मुहर लगा दी है और ये दोनों एजेंसियां सरकारी एजेंसियां ही हैं। जब भी कुंभ की व्यवस्था और प्रबंधन पर सवाल उठे हैं, सरकार ने ऐसे सवाल उठने वालों को हिंदुत्व विरोधी, सनातन विरोधी, धार्मिक आस्थाओं पर हमला करने वाले … और न जाने क्या क्या कहा है! अब मोदी-योगी सरकार को यह बताना चाहिए कि ये दोनों सरकारी निकाय क्या हिंदुत्व विरोधी और सनातन विरोधी हैं?
इस महाकुंभ के आयोजन पर घोषित रूप से 7,300 करोड़ रुपए खर्च किए जा रहे हैं। अघोषित रूप से भी लगभग इतनी है। तो यह सवाल पूछा ही जाना चाहिए कि क्या यह राशि इतनी कम है कि तीर्थ यात्रियों को नहाने और पीने के लिए स्वच्छ पानी भी उपलब्ध नहीं कराया जा सकता है? उल्लेखनीय है कि हमारे विज्ञान और तकनीक केन्द्रीय मंत्री जितेन्द्र सिंह ने यह दावा किया था कि ‘पानी की गुणवत्ता को बनाए रखने के लिए’ भारत के नाभिकीय अनुसंधान केन्द्रों द्वारा प्रयोग में लायी जा रही तकनीक का भी यहां इस्तेमाल करते हुए फिल्टरेशन प्लांट लगाए हैं। तो फिर ये तकनीक और प्लांट कहां गायब हो गए और लोगों को मल-प्रदूषित पानी में डुबकियां लगाकर पुण्य क्यों कमाना पड़ रहा है?
यह भी नहीं भूलना चाहिए कि वर्ष 2014 से मोदी सरकार द्वारा शुरू की गयी नमामि गंगे परियोजना में, विगत एक दशक में हजारों करोड़ रुपए खर्च किए गए हैं। गंगा शुद्धिकरण का काम भी कॉरपोरेट घरानों को ही सौंपा गया है, जिसके बारे में भाजपा-आरएसएस का सामान्य दृष्टिकोण यही है कि सरकारी क्षेत्र से निजी क्षेत्र कहीं ज्यादा बेहतर तरीके से काम करते हैं और संभव हो, तो सरकार चलाने का ठेका भी सीधे इन्हीं लोगों को सौंप दिया जाना चाहिए, (वैसे अप्रत्यक्ष रूप से अभी भी सरकार ठेके पर ही चल रही है!)। तब दस सालों में भी गंगा साफ क्यों नहीं हो पाई और परियोजना की हजारों करोड़ की राशि कहां गायब हो गई?
सरकार का यह दावा अतिशयोक्तिपूर्ण है कि महाकुंभ में 35 करोड़ लोग पहुंचे हैं। लेकिन इतना तो सही है कि इस कुंभ का भी जिस प्रकार नफरत फैलाने और ध्रुवीकरण करने की राजनीति के लिए उपयोग किया गया है, यदि सरकारी दावे के आधा, 15 करोड़ भी इस कुंभ में पहुंचे हों, तो सरकारी खर्च प्रति व्यक्ति औसतन 500 रूपये बैठता है और किसी भी तीर्थ यात्री को स्वच्छ पानी उपलब्ध कराने के लिए यह राशि कम नहीं होती। कहीं ऐसा तो नहीं कि महाकुंभ में 50 करोड़ तीर्थयात्रियों के पहुंचने का दावा, जिसकी किसी भी तरह से पुष्टि नहीं होती, इस भारी भरकम आबंटन में सेंधमारी करने की सुनियोजित साजिश है?
ऐसा नहीं है कि गंगा के इस भीषण प्रदूषण की जानकारी राजनेताओं, सरकार और उसके अधिकारियों की नहीं थी। यदि ऐसा होता, तो प्रधानमंत्री एक साधारण तीर्थ यात्री की तरह डुबकी लगाते नजर आते, न कि विशेष सूट-बूट पहनकर। डुबकी लगाने में उनकी कायरता टीवी चैनलों पर साफ दिख रही थी कि सिर पानी में ही नहीं डूब रहा था! लेकिन सवाल दिल्ली और यूपी के चुनावों को अपनी डुबकी से प्रभावित करने का था, सो उन्होंने किया। प्रधानमंत्री की इस अर्थपूर्ण डुबकी का राष्ट्रपति सहित भाजपा-संघ के अन्य नेताओं ने भी इसी तरह अनुसरण किया। आम जनता की धार्मिक आस्थाओं का राजनैतिक दोहन करने के लिए संघ-भाजपा ने उन्हें “नरक के कुंभ” में भी डुबाने में कोई कसर नहीं छोड़ी है, क्योंकि श्रद्धालुओं की हर डुबकी से उनके पेट में कोलीफॉर्म (वास्तव में मल) के कुछ कीटाणु उनके पेट में जा रहे हैं, वरना इस वैज्ञानिक युग में पीने और नहाने के लिए स्वच्छ पानी की व्यवस्था करना कोई मुश्किल काम नहीं है। आखिरकार, किसी भी मेले में स्वच्छता का प्रबंध करना सरकार का प्राथमिक दायित्व होता है, जिसे पूरा करने में मोदी की केंद्र सरकार और योगी की राज्य सरकार, दोनों विफल रही है।
अपनी इस विफलता को छिपाने के लिए वह दो काम कर रही है। पहला, संघ-भाजपा का आईटी सेल इस अवैज्ञानिक तर्क का प्रचार कर रहा है कि गंगा के पानी में अपने-आपको शुद्ध करने की क्षमता है। यदि ऐसा ही है, तो फिर नमामि गंगे परियोजना पर ही प्रश्नचिन्ह लग जाता है। दूसरा, किसी अंजान विशेषज्ञ, जिसकी विद्वत्ता के बारे में किसी को कुछ नहीं मालूम, के अनुसंधान के हवाले से गंगा के पानी के कीटाणु रहित और शुद्ध होने का सर्टिफिकेट बांटा जा रहा है और अपनी ही सरकारी संस्था केंद्रीय प्रदूषण नियंत्रण बोर्ड की रिपोर्ट पर प्रश्नचिन्ह लगाया जा रहा है।
क्या मोदी-योगी की सरकार ने आम जनता की धार्मिक आस्थाओं के साथ खिलवाड़ करने के साथ ही केंद्रीय प्रदूषण नियंत्रण बोर्ड और नेशनल ग्रीन टिब्यूनल जैसी विशेषज्ञ संस्थाओं के खिलाफ भी युद्ध छेड़ने का फैसला कर लिया है?

Ram teri Ganga maili ho gai, papiyon ke paap dhote dhote (Ram, your Ganga has become dirty, carrying the sins of sinners)
It is clear from the report of the Central Pollution Control Board that the purity of Ganga described in our religious scriptures, the Ganga of Maha Kumbh is no longer sacred. The report of the board states that the amount of coliform produced from feces at Sangam Ghat is 12,500 million per 100 ml of water and at Shastri Bridge it is 10,150 per 100 ml of water, which is 5-6 times more than the prescribed amount of 2000 million. The water which the Modi-Yogi government is claiming to be potable, is not even suitable for bathing, let alone drinking. The National Green Tribunal has also approved this report of the board and both these agencies are government agencies. Whenever questions have been raised on the arrangements and management of Kumbh, the government has called those raising such questions as anti-Hindu, anti-Sanatan, attackers of religious beliefs… and what not! Now the Modi-Yogi government should tell whether these two government bodies are anti-Hindu and anti-Sanatan?
An amount of Rs 7,300 crore is being declared as being spent on the organisation of this Maha Kumbh. The amount is also almost the same undeclared. So the question that must be asked is this amount so less that clean water cannot be provided to the pilgrims for bathing and drinking? It is worth mentioning that our Union Minister for Science and Technology Jitendra Singh had claimed that filtration plants have been installed here using the technology being used by India’s nuclear research centres to ‘maintain the quality of water’. Then where did this technology and plant disappear and why do people have to earn Punya by taking a dip in sewage-contaminated water?
It should also not be forgotten that thousands of crores of rupees have been spent in the last decade in the Namami Gange project started by the Modi government in the year 2014. The work of Ganga purification has also been handed over to corporate houses, about which the general view of the BJP-RSS is that the private sector works much better than the government sector and if possible, the contract of running the government should also be handed over directly to these people (although indirectly the government is still running on contract!). Then why could the Ganga not be cleaned even in ten years and where did the thousands of crores of rupees of the project disappear?
The government’s claim that 35 crore people have attended the Maha Kumbh is exaggerated. But it is true that the way this Kumbh has been used for the politics of spreading hatred and polarization, if even half the number of people, as claimed by the government, 15 crore, had attended this Kumbh, the government expenditure would have been Rs 500 per person on an average and this amount is not less to provide clean water to any pilgrim. Is it not that the claim of 50 crore pilgrims attending the Maha Kumbh, which is not confirmed in any way, is a well-planned conspiracy to make a dent in this huge allocation?
It is not that the politicians, the government and its officials were not aware of this severe pollution of the Ganga. If it were, the Prime Minister would have been seen taking a dip like an ordinary pilgrim, not wearing a special suit and boots. His cowardice in taking a dip was clearly visible on TV channels that his head was not even submerging in the water! But the question was to influence the elections of Delhi and UP with his dip, so he did. This meaningful dip of the Prime Minister was followed in the same way by other BJP-RSS leaders including the President. To politically exploit the religious beliefs of the common people, the RSS-BJP has left no stone unturned to dip them even in the “Kumbh of Hell”, because with every dip of the devotees, some germs of coliform (actually feces) are going into their stomachs, otherwise in this scientific age, arranging clean water for drinking and bathing is not a difficult task. After all, it is the primary responsibility of the government to arrange for cleanliness in any fair, which both Modi’s central government and Yogi’s state government have failed to fulfill.
To hide this failure, it is doing two things. First, the RSS-BJP IT cell is propagating the unscientific argument that the Ganga water has the ability to purify itself. If this is so, then the Namami Gange project itself is questioned. Second, citing the research of an unknown expert, whose scholarship is unknown to anyone, certificates of the Ganga water being germ-free and pure are being distributed and the report of its own government institution, the Central Pollution Control Board, is being questioned.
Has the Modi-Yogi government decided to not only play with the religious beliefs of the common people but also wage a war against expert institutions like the Central Pollution Control Board and the National Green Tribunal?
